Maharashtra LWF Dilemma: Can We Pay Our Vendor's Challan and What Are the Penalties?

Kindly help me with Maharashtra LWF registration certificates. One of my vendors has not registered for Maharashtra LWF and has not yet paid any challan for June and December 2017. Can we, as the client, pay the LWF challan for the vendor? Also, what actions can we take against this vendor? Please suggest penalties and late fees.

Whether the client is registered or not, please claim the same in your monthly bill and pay it to the MLWF Board.
