Is Handling Registrar of Companies (ROC) Tasks Part of HR? Seeking Guidance

My boss asked me whether I am interested in doing Registrar of Companies (ROC) activities. He said it includes giving power of attorney and passing resolutions in board meetings of directors, etc. I would like to know whether this falls under HR or another function.

I hope you understand my question. Kindly provide me with guidance because I have never handled such activities before.
