Tweak Maternity Leave in case of second child to fewer weeks?

As a HR I would like to know that can a private organization (Hospital) tweak Maternity Leave in case of second child to fewer weeks as it hampers the work and it will also help in controlling the country�s population.
Kindly advise.

If it is covered by the Maternity Benefit Act, it cannot reduce the period of maternity leave(maternity benefit) admissible to a woman employee under the Act.it is mandatory.
