Appointment Letter vs. Joining Letter: Do Employees Really Need Both?

I have a query regarding the issue of an appointment letter and a joining letter. Could any of you please let me know if it's necessary to issue both a joining letter and an appointment letter to an employee? Also, what are the differences between these two?

Appointment letter or order is issued by the establishment appointing a candidate to a post in the organization. On the other hand, a joining letter is submitted by the candidate offering himself for service in the establishment.
