In HR, you will find that you have to follow either the Shops & Establishment rules or, if it is a Factory, the rules under the said Act. This includes leaves under various categories, bonuses (if applicable), payment of gratuity, ESI, and EPF (the last three wherever applicable). Broadly speaking, compliance has been segregated from HR, and in some companies, there is a dedicated department for it. Otherwise, it is the responsibility of the Admin to ensure that all the rules and regulations are followed, and returns are filed as per the law.

You may have to register and file under GST, and returns are to be submitted by the due date, which again involves compliance as well as the accounts department. The compliance department has to ensure that the registration of the company or Factory aligns with the rules and also complies with the local authorities' Act.
