Holiday Dilemma: Can Companies Choose Which Festival Days to Include?

Is it the company's discretion to include festival holidays in the holiday list after adding those included in NFH?

National holidays are fixed. If you have a union, then they are mutually discussed, but priority is given to local/state holidays. The majority of employees' religions are normally taken into account. It is not fixed but maximum up to 10, as financial implications are involved.

You have to refer to your state rules for National and Festival holidays. National holidays are fixed, and festival holidays can be decided in consultation with the union/works committee. The number of minimum festival holidays is specified by state rules, which are required to be given to employees. There is no limit for maximum paid holidays at the company's discretion.
