The baking unit would be a factory under the Factories Act 1948 if you have employed ten or more workmen and using power. Thereafter the entire range of labour laws like PF, ESI, Labour Welfare Fund, ID, Payment of Wages, Payment of Bonus, Payment of Gratuity, Minimum Wages Act etc would require compliance, in addition Prevention of Food Adulteration Act, Weights and Measures Act etc would be relevant for you.
