The baking unit would be considered a factory under the Factories Act 1948 if you have employed ten or more workers and are using power. Thereafter, the entire range of labor laws such as PF, ESI, Labour Welfare Fund, ID, Payment of Wages, Payment of Bonus, Payment of Gratuity, Minimum Wages Act, etc., would require compliance. In addition, acts like the Prevention of Food Adulteration Act, Weights and Measures Act, etc., would be relevant for you.
