New to Manpower Services: How Do I Create a Quote for Stewards and Housekeeping in Hyderabad?

I am a fresher and I started a manpower company. Can somebody help me with creating a quote for the supply of stewards and housekeeping staff for a customer in Hyderabad, Telangana?

I am new to this industry and don't know how to work with statutory compliance. I have gone through the minimum wages sheet from the Government of Telangana, but couldn't understand the VDA part.
