Part time worker (gardeners) also working in other organisations - PF applicable or not?

Dear experts, In our organization, we have some Gardners they are working daily basis 1hr or 2hrs max.
1, PF applicable or not
2, they are working in some other organization on the same day.
Kindly clarify

The gardening contractor has to consider this. If he engages 10 or more workers, the act becomes applicable to the contractor. He has to deduct PF from wages 1 hour or more. He may bill you for 1 hour but pay monthly/ weekly to the gardner.

You have to give PF to them. He can use the same UAN for other establishments also.
