Grammar Help Needed: Should It Be "In" or "On" Before Dates Like November 2017?

Hi all,

Please help me confirm whether we should use "in" or "on" before the date and year. For example, should it be "Legal service fee on November 2017" or "Legal service fee in November 2017"?

Where the date is specified, it is 'ON', better 'as on', but where it is only mentioned as Month/Year, it is 'IN', signifying during.
