What is the provision of widow pension? Is it to do with PF withdrawal or EPF?

Husband passed away in Feb'17. He used to work in private job for more than 10 years.
What is the provision of widow pension? Is it to do anything with PF withdrawal or EPF?
Request has been rejected stating that " CLAIM ALREADY SETTLED ON 8/12/2016"

Whether Death Occurred while in Service or After leaving Service?
Whether your Husband had already withdrawn EPF Amount before Death?
Whether your Husband was eligible for EPS Pension, was he issued with EPS Scheme Certificate?
