Can anyone update me on where the Commissioner of Labour officer is situated for Siruseri/Tharamani IT park and OMR area? Where should the conciliation/complaint petitions be lodged by those who work in the above area?

There is only one Labour Commissioner for the whole of Tamil Nadu. You have to identify the jurisdictional Labour Department under whose jurisdiction your establishment falls.
