Can I Reuse My UAN for New PF Contributions After Withdrawing 3 Years Ago?

I want to confirm whether someone had a UAN number and withdrew all PF amounts, and now after 3 years - the same UAN can be used for PF contributions for a fresh start of PF.

Absolutely start from the same UAN number. It's even difficult to get another UAN number if the previous number is linked with Aadhaar.

UAN stands for Universal Account Number, the key number for the EPF Account. It will be lifelong. If an employee works in 5 companies, it will always be the same. The UAN number must be communicated to the HR Department while joining. It must be noted that every time there is a new joining and registration (by the employer) at the Unified Portal of EPFO, a new PF Account number will be generated, but the UAN will always remain the same.

Your query "Fresh Start" just creates a new EPF number for different establishments, but the UAN will remain the same.
