is ESI applicable to Chit fund organisation

Hi, Can any one provide me clarity on applicable of ESIC to a business establishment who is running Chit fund business.

Chit fund business is operated thru an office, as such shops act will be applicable to it. For ESI applicability the company must have all-inclusive employee strength of 20 or more; all-inclusive means all who work at the office premise.

According to Sr. L.3.14 and L.3.16 at ESIC Revenue Manual, Chit Fund employing 20 or more coverable employees may be considered for coverage as 'Shop' under Section 1(5).
This manual is old. Now the threshold number of employees for coverage is changed to 10 employees in almost all States except Maharashtra, Haryana and few more.
