Fire Extinguisher Mounting - law that says it could not be placed in closed cabinet on the ground

Instead of hanging the fire cylinders using brackets on the wall. I wish to keep the cylinders in closed cabinets on the floor. Is there any legal law that says it could not be placed in closed cabinet on the ground. Please help

Fire Extinguishers should be easily accessible in case of fire whether to keep hanging or to be placed in cabinet is not mandated by the law.

Purpose of fire extinguishers is to put off fire and should be easily reachable and visible to the people.Keeping in closed cupboard defeats the purpose,if immediate use is necessary.
People will start searching first and it can be harmful for all concerned.
Basic common sense.
