Navigating Contract Labour License Applications with DRDO: Is Form 5 Always Necessary?

k. panja
Hi all,

Can we apply for a Contract Labour License without Form 5 when the Principal Employer is DRDO, the Indian government? Please help me out.
Shrikant_pra
Normally, you can't. First, verify whether DRDO has amended their registration certificate to show you as a contractor. If it is not done, and even if Form V is issued, your application will be rejected.

You are correct, Mr. SHRIKANT. Any contractor has to approach for the Form V and not the Principal Employer.

Dear K Panja,

You cannot apply for a contract labor license without Form V. Who said that DRDO can't provide Form V? Whichever agency, whether government or private, cannot engage contractor labor without being registered under the CL(R&A) Act. The agency that wishes to engage a contractor must obtain registration and then can issue Form V to the concerned contractor for obtaining a license to work on its premises.

Dear Panja,

Earlier, you were able to apply offline, but now you must submit an online application for the Labor License, and it is mandatory to attach Form V provided by the Principal Employer. You cannot proceed with the application for the Contract Labor License without Form V.
