Can an Employee/Insured add his/her Brother, Sister as dependent under ESIC policy?

Hi, Can an Employee/Insured add his/her Brother, Sister as dependent under ESIC policy?
Condition:
Parents are not working
Brother, Sister are unmarried and not working
Younger and Older in both scenarios

Parents can be included in ESIC despite fact that they are working or not.
For Brother & Sisters only minors ( less than 18 years ) can be included in ESIC as dependent. Major can not be included in ESIC.

Sir, i am an ESIC insured employee. I had married two daughters and one son. My Children's are kids. My father not alive. My mother and minor sister (16 years) also living with me. She is studying inter first year now. Can i add my sister as dependent in my family policy? All are residing in rent house. My mother and wife are house wife's. I am the only earning person in my family. Please give your valuable suggestions. I am very thankful to you sir.
