Understanding Form 11: What Happens When Your PF Contribution Exceeds Rs. 15,000?

Hi, when should I use form 11? Is there any new rule in the PF Act stating the contribution from an employee who was a member of PF and has now got an increment thereby crossed the ceiling amount of Rs. 15,000/-?

With regard to the increment, please provide all details of the employee as available in the records of the company.

If an employee declares that he is a PF member, the new organization has to deduct PF contributions as if his/her salary is Rs. 15,000 per month.

Form 11 is for a new joiner taking up employment in a PF-covered establishment. As per para 26(6) of the PF Scheme, once you are covered under PF, you continue to be a member irrespective of the salary exceeding the wage limit under the Act. So, upon the drawal of an increment, exceeding the wage ceiling does not matter. However, whether to contribute based on the full salary or limit it to the wage ceiling is an option available to both the employee and employer.

Form No. 11

The above-mentioned form is a declaration from the employee. If an employee's employment is their first employment and their basic salary is more than Rs. 15,000, then you should take a declaration in this form. If, for example, their basic salary is Rs. 14,500 and after an increment, their basic salary increases to Rs. 16,500, then they are still covered under EPFO, and EPF contribution should be deducted.

EPF Composite Declaration Form 11, which is available on the site, must be obtained from all employees joining. Employees joining for the first or second time, and their basic salary, have no correlation. Please review the form attached herewith for your reference.

Please clarify the form required to be filled out for employees with a salary drawing of below 15000 or more. Additionally, I request guidance on whether the same Form 11 is needed to be deposited at the PF office. If so, kindly advise on the deadline for submission.

Once again, it is reiterated for your information that the EPFO Composite Declaration Form-11 must be obtained from all employees who join your organization. The EPF Form-11 should be duly completed and signed by the employee and employer. The same must be preserved by the employer.

Previously, we had to fill out Form 11 for exempted employees (those who are earning above Rs. 15,000). Could you please inform me if any other revised form has been introduced for exempted employees?

Dear Sir,

Kindly let me know the formality to be done in the PF department when all current employees have a basic salary of more than 15K, and employees covered under the ceiling limit have left on 31st March 2019.
