Sir, Thank you for the information shared with all of us. We have one small query pertaining to Renewal of License Fee for the year 2018.
Do we need to pay the difference for the year 2017 along with 2018 fee.
When we contact the officers of the dept, we were given to understand that to pay difference fee + new rate along with 2018 renewal fee.

As per me effect of this notification is from October 2017.
2017 licence validity renewal happen in previous year. If not done pay Surcharge as applicable with applicable fees.
Revised fees applicable for 2018 year on wards action for which happen before October 2017.

Noted and Thank U very much for your immediate response.
Further, when we met the dept, they have asked us to pay the difference fee for the License which was already renewed for the year 2017. They also calculated difference fee and informed us to pay thru online.
