how to cratign the hr systems in CA firm

Respected sir/madam i am fresher and start up my carer in hr field right now just joining the CA firm as HR executive , in this firm no hr system and procedures, so how to start and frame the systems and how to frame the policy and procedures, how to preparing the J.D. , KRA and other HR systems can you pleas guide to me and can you pleas suggestions. and yes can you teach me how to make the policy and other hr terminology and hr terminology list..
