As per Para 68K of EPF Scheme 1952
Advance from the Fund for marriages or post-matriculation education of children
(1) The Commissioner, or an officer authorized by the Commissioner, may, upon application from a member, authorize a non-refundable advance from the member's provident fund account. This advance shall not exceed fifty percent (50%) of the member's own share of contribution, with interest, standing to their credit in the Fund on the date of such authorization. This can be used for the member's own marriage, the marriage of their daughter, son, sister, or brother, or for the post-matriculation education of their son or daughter.
(2) No advance under this paragraph shall be sanctioned to a member unless:
(a) They have completed seven years of membership in the Fund; and
(b) The amount of their own share of contributions, with interest, standing to their credit in the Fund is rupees one thousand or more.
(3) Not more than three advances shall be admissible to a member under this paragraph.
** If you want to withdraw EPF Amount for the marriage of self/daughter/son/brother/sister, then a membership period of 7 years is required. According to your statement, you have completed only 3 years of service. In such a case, you are not eligible to withdraw the EPF amount for marriage purposes.
