Implimentation of 24,000 salary as per payment of wages act ,new notification

Dear sir,
as per the notification under payment of wages act, salary of 24000/ 00 in new notification .how we implement this ,is this only for staffs or worker or for all .
Pls advice me how we implement as per the circular.
I have no knowledge in the matter regarding the whole process.
