Dear Shikha,
please see the reply I gave to shini, recently UGC revised the guidelines for M.Phil. / Ph D through correspondence, In Tamil Nadu it was restricted in 2005. NOW, you can try with IGNOU, once you have developed a Synopsis. You can also contact University in B'Luru, for Part time Ph.D. (Self Financed Candidate)with short residential requirement/sometimes waived for local residents/residing within a reasonable limit from the university to attend evening/day courses of Course Work Part of PhD.
In case where the waiver is given, join immediately, and try to finish that part as early as possible, thereafter you can continue even after transferred, since in that case you need to attend Department ONLY Twice a semester.Minimum time for Submission is 3 years, generally. WISH YOU ALL THE BEST.
Hope , I answered initially...
