Legal Notice to an Employee who is absconding with Company Vehicle (2-Wheeler) & Has taken advance of over 1 lakh

Hello All,
Warm Greetings, This is my first post. Whenever I require to write a letter, this is the first site I opoen and look into.
So the matter is, I have an employee who has not given me a resignation letter or any intimation, has an advance to pay of Rs. 1 lakh nearly and has also taken the company vehicle (Bajaj Discover, 2012 model).
I want to write him a strong letter to ask him to join the duties or pay for the amount he has to payback to the company. It's been more than 6 months that he has not attended his duties. Now, I am worried that he can be an inspiration to others and being an SME, this can be very dangerous to our company.
Hence, I request you to kindly help me in this issue.
