Salary progression policy - so that he/she won't leave the company till some specific time?

Dear HRs, I want to know, is there any policy manual need to be signed by the employee after getting increment so that he/she will not be able to leave the company till some specific time as 6 month or 9 month as per the company rules & regulations. If yes, then please provide me with the same format.

1. Why you want to restrict employees to leave job?
2. Rather why don't you improve your HR policy?
3. Please find out the reasons that are forcing employees to leave the jobs.
4. Please accept the fact that today or tomorrow employee are going to leave the job irrespective of whatever you give it employees.
