How Can My Friend Create a UAN When Their Employer Didn't Provide One?

My friend doesn't have a UAN, but I have a PF account number. My friend's employer didn't create the UAN, so we are unable to find his UAN number. We thought to create one, but the site is not working.

Can anyone let me know how to create a new UAN?

Any EPF account generated on or before December 15, 2016, is allotted a UAN on December 17, 2016. The portal was closed after that for migration to a new portal. From December 21, 2016, contributions are paid on a UAN basis only. Therefore, it is mandatory to generate UAN upfront before adding the member.
