don't have an UAN but I have an PF account number

My friend don't have an UAN but I have an PF account number. My friend's employer didn't create the UAN so we are unable to find his UAN number
so thought to create a one but the site is not working.

Can anyone let me know how to create a new UAN ?

any EPF account generated on or before 15/12/2016 is allotted an UAN on 17/12/2016 and portal was closed after that for migration to new portal. and from 21/12/2016 contribution is paid on UAN basis only, so it is mandatory to generate UAN upfront before addling the member
