Circulating the email for team targets in a motivational & effective manner?

Dear all,
I am HR Manager with a DMC (Destination Management Company), I am a Fresher and my total experience in this field is just 2 months. My management wants to set goals or Targets for different teams.
I just need your little guidance for Circulating the email for targets in a motivational & effective manner.

Dear Shebani,
There appears to be dichotomy in your post. If you are fresher with 2 month's experience then how come you became HR Manager?
Secondly, setting goals for various departments in not your job. That job is management's. Your MD may set the half-yearly or annual targets. However, you may communicate these targets by sending a mail.
Forget about other departments but I have seen that those who spend 8-10 years in the same departments could not set the targets for their own department. Now in your case, as a fresher, you are told to set the targets for all the departments. This is the height of preposterousness.
