Employer does not provid me with experience letter, relieving letter and Salary slip. Please help me

I am working as Software Engineer in small company where 10 people are working. I am working here for last 1 year and 5 months. Here my employer does not providing me with payslip. I am asking payslip every month but they keep saying "We don't provide salary slip as our standard". Because of this I could not get bank loan and financially I am in deep trouble.
So I was looking for new job and recently I got new offer. I dropped mail regarding resignation. But my employer did not allow me to relieve and trying to force me to work for 2 years by saying "We will not provide you with experience and relieving letter if you don't complete 2 years".
But in my appointment order they did not mentioned anything about 2 years of employment.
In my appointment they mentioned, at time of relieving I have give 2 months of notice period or I should pay 2 months of last drawn salary as compensation. So I offered 2 months salary as compensation but my employer did not accept this option and threatening me to serve my notice period otherwise I will not get any document from them.
I must submit my experience,relieving and salary slip to my new employer. How can I get all these documents from my current employer. Please help me. I lost hope of joining new offer.
