HR Policy totally abolish accumulation of leaves - is it legal?

We are established in Bombay. Currently, as per our HR policy, only 30 days can be accumulated, and leaves beyond that are getting lapsed.

Now, management is asking us to abolish the accumulation of leave entirely. Is this legal? Kindly explain.

Under the Bombay Shops Act, leave accumulation up to 42 days is mandatory as per section 35(b).

Yes, under the Bombay Shops Act and Factories Act, accumulation of PL is provided for. If disallowed, it will amount to a breach of provisions of other laws.
