Navigating Factory Closure: Which Form Do We Need to Notify the Government?

Dear Sir,

The management has decided to close a factory in the NCR area. The total workforce comprises approximately 75 individuals, including all contractual workers, security personnel, and piece-rate workers. Within the company's payroll, there are only 18 employees. We intend to relocate these 18 employees to another plant within the same region.

I would like to inquire about the procedure for closing the factory and which form, Form Q or Form 32, would be required to notify the appropriate government department.
