Navigating PF Withdrawal: How to Help an Ex-Employee Without a UAN Number?

I am in HR handling all the compliance, and we implemented PF last year. One of our employees left in November, but I have not created his UAN number as it was implemented from December. Kindly guide me on how I can assist him in withdrawing his PF amount as he is eligible based on the 6-month PF criteria.
