If the contractor has submitted the PF after a delay of one year but has not submitted the penalty, what should the principal employer do?

Since the contractor has a separate code, he is a different PF entity. PF authorities assess the interest and damages after a while. You can, at best, write a letter to him asking him, in turn, to write a letter to the PF office to calculate the amounts. You may give a time of, say, 30 days to the contractor to comply.
