Karnataka Professional Tax - pay PT amount again as penalty?

Hi, I have taken an office in Bangalore in Dec 16 and employed few people. However the business has not started yet. Have applied for the registration of PT. I have been asked to pay the PT amount and 1.25% of fine. Apart from this i have been asked to pay the PT amount again as penalty.
Kindly guide if its right.
