Withdrawal of Job Offer because of delay in joining?

Hi can anyone have give my answer if the job offer letter is withdrawn by the employer because of the selected candidate has not joined on the last date of joining then is it possible to join and validate the offer letter again by the employer if the candidate wants to join?
