There is also a Supreme Court judgment that if you cannot pay minimum wages, then close down your business.

First, you have to find out the applicable Minimum Wages to the Principal Employer. Contract Employees working in the Principal Employer Establishment will be governed by the applicable Minimum Wages. Similarly, you have to know whether the Establishment is Governed by the State/Central Government.
