Employer today try to churn out information prior to employing the candidate

I am working as a team lead-Recruitment in a HR consultancy.
Recently i came across a case in which the employer called the candidate thrice to the office without sharing any salary details to be offered to the candidate. The candidate however was okay to do the assignments that were asked from her as a part of selection process. Candidate shared the assignment which included contact details of previous clients that she had worked with in past. Now the company is not telling her the salary that they will offer.
It is not fair on the part of employers to give such assignments wherein they are using the candidates to get their tasks done without any effort .The candidate however is still keen on joining the organisation .
