As per media reports, the Tamil Nadu Labour Commissioner says unions have no role in employee disputes. They state that Cognizant can sort out employee issues internally.

The Industrial Disputes Act gives ample power to the union to raise a dispute on behalf of the employee. However, an individual dispute can also be raised by a workman in his personal capacity.

Thanks, Sir. Actually, my question is whether union representatives can accompany during 2A petition conciliation process? Where is the supporting provision in the ID Act?

As per statute, no, they cannot participate as per the ID Act Central Rules / Part VIII / Section 58.2(c) Memorandum of Settlement.
