The Labour department officials can not refuse to renew the licence until and unless you failed to comply with the provisions of the Act or any grave mistake on your part. But you have to pay fine as per the rules to get it renewed.

Labor commissioner will not refuse to renew it. You may need to furnish appropriate reason for delay and needs to pay an amount of fine which is laid down under process. For this you need to visit labor office immediately.
Under the central rules contractor has to apply 30 days prior to expiry of license for renewal. Since you have not renewed you have to apply afresh for new license.
