Introducing PF For The First Time In An Organisation

Dear All,
Need help in terms of how to introduce PF to existing employees. Though my company doesn't fall under compulsory PF Deduction norms still we wanted to inform employees that they can opt for PF voluntarily. Can someone help me with a draft that can be sent to all employees mentioning the benefits etc.
Also, is there any cap for Employee contribution?

Is it mandatory for any organization with more than 20 employees to have PF deduction? Also, what percentage of CTC should be the basic salary?

Yes. It is mandatory to have PF deduction and generally organisations allocate 50% of CTC as a basic salary.
