Are 2nd Class Boiler Operators on Industrial Sites Considered Skilled or Semi-Skilled?

We are in boiler maintenance, and our employees are working on industrial sites. Can anyone guide me on whether the 2nd class boiler operators working at sites fall into the category of skilled or semi-skilled?

Since they hold proficiency certificates, they are to be treated as skilled.
