Understanding Basic Salary Rules: Is 40% of CTC the Only Guideline?

Greetings of the day! I would like help regarding the Basic salary calculation policy. Are there any other rules regarding basic salary besides 40% of CTC?

Nowhere is there information about basic salary as a percentage of gross wages. Many organizations prefer this percentage to be 40.
