Understanding VPF Contributions: How to Deduct 100% of Basic Salary and DA in ECR?

How to contribute to the Voluntary Provident Fund if an employee's Basic Salary + DA = 20,000, and he wants to deduct 100%, i.e., 20,000 as VPF. Please let me know the calculation of the same and how to make an entry in the ECR file.
