Is Rs. 9000 a Fair Price for a Factory Blueprint in Chennai? Seeking Advice

I have recently joined a new manufacturing company in Chennai. Now, I have applied for a factory license, but they are asking for a blueprint. I inquired in my surroundings about the cost to get a blueprint, and they are demanding Rs. 9000. I want to know if this is the market price or if anyone can refer someone who charges less than this. Please let me know.

Please note that it is not "Blue Print." You have to submit "Factory Plan" in triplicate duly certified by a registered civil engineer. Please get a quotation by furnishing a list of machineries installed and the total area of the factory. Normally, this job is executed by the production or technical manager.
