Employer Not Providing ID Card

Dear All,
I'm working in Law firm . Our HR is not ready to provide us ID Card by mentioning it's law firm . Is there any such rules ?
Kindly let me know.

why ID card is so important for you...you can have visiting card also

First , It's a proof of employment and serve as personal ID card in case of emergencies
