Please clarify:

Can an Un skilled mining worker doing the same type of job(which needs no skill) for years together under the supervision of seniors be brought under semi skilled or skilled category?

Yes the employee is to be upgraded to Semi Skilled position as the employee after doing the same job for years acquires a skill to do that job in less time and in better manner. Further he also has to be given career progression.
