Gratutuity Is Liable For Employee Working In Partnership Firm Having 3-4 Employees

Please guide me about the below.
1) A partnership firm is liable to pay bonus to its employee if the firm has below 10 employees.

Not required to the best of my knowledge as the Payment of Bonus Act states, An establishment in which 20 or more persons are employed without the aid of power on any day during an accounting year, where Establishment includes Departments, undertakings and branches, etc.

As per best of my knowledge the firm is not liable as it has 2-3 employees only.
