Understanding Balanced Scorecard vs. Bell Curve: Which Works Better for Indian HR?

Either the balanced scorecard system or the bell curve system is effective in Indian organizations for performance management. Please help to explain these systems to any new entrants in HRM as effective professionals. Thanks to all seniors of the HR fraternity in advance.

Dear Sir,

It is my personal belief that in the Indian context, the bell curve creates too much emotional stress. Most importantly, it destroys the loyalty factor and leads to high levels of attrition. Therefore, it should be replaced by a more friendly performance management system, as some big Indian organizations have done in the recent past.
