Non-Profit Security Staffing: Do We Need to Register for EPF and ESI?

Our organization is a welfare organization and functions on a non-profit, no-loss basis. Due to a poor security environment, we need to employ nine security guards and two managers. All personnel are paid as per the state minimum wages. Do we need to register for labor, EPF, and ESI? An early response will be appreciated.
