Is PF Withdrawal 90% Possible Before The Retirement Age Of 58

Dear HR seniors and Experts,
How can we withdraw 90% PF amount (Including EE Share + ER Share + Interest) before the age of 57, before the retirement age of 58, after 60 days from left the job or during the job.
Please find attached Gazette notification

you can withdraw after ceasing to be an Employee in any Establishment.During Service withdrawal is not permitted before attaining 58 years.

Is Part - withdrawal of PF tenure increased from 5 years to 10yrs for home renovations?
