Can We Withdraw 90% of PF Before 58? Seeking Clarity on Early Access Options

Dear HR seniors and experts,

How can we withdraw 90% of PF amount (including EE share + ER share + interest) before the age of 57, before the retirement age of 58, after 60 days from leaving the job, or during employment?

Please find attached the Gazette notification. Kindly clarify.

You can withdraw after ceasing to be an employee in any establishment. During service, withdrawal is not permitted before attaining 58 years.
