MPCB - Pune - The company needs to provide a Rs.100000.00 ( One Lakh Only ) bank guarantee?

Dear Seniors, We have received our consent in that the below clause is mentioned please confirm the implication of the below clause.
The company needs to provide a Rs.100000.00 ( One Lakh Only ) bank guarantee in favor of RO MPCB Pune.

it happens only in red or orange category applicants involved in hazardous activity ,
or
willful defaulters who have not maintained the PCB registration norms as prescribed,
unless the whole matter is available for study, one can not pass any comment on PCB matters

Dear Sir,

It is important that you submit the Bank Guarantee in the format as specified by MPCB within the time frame as mentioned in the MPCB Consent to Establish and MPCB Consent to Operate.

You need to ensure that you are fulfilling all the conditions of MPCB Consent at all times. If you violate any condition as mentioned in your consent then Regional Officer or concerned MPCB Field Officer has rights to revoke the Bank Guarantee as a penalty.

The BG is basically to ensure that Industries/Units falling under purview of Air, Water, Hazardous Waste Management, Battery Acts etc. are complying to the conditions as stipulated in the Consent.
